Protected areas

38. The lack of practical protections for land users, despite the guarantees of the 1964 Lands Act, particularly affects indigenous people (Janajati Adivasi). National parks and other “protected areas” in Nepal cover almost one quarter of the country. Most of these areas have been established on the ancestral land of indigenous populations, many of whom were evicted and have since remained landless. By some estimates, as of 2015, about 65 per cent of ancestral lands formerly owned by indigenous peoples had been replaced with national parks and reserves,49 forcing many Janajati to relocate elsewhere.
